Any without some psychic legendary pokemon or what not, talking using their mind etc…

no i think in every one of the movies, there is at least one pokemon that can speak that is not meowth

If I remember correctly,Pokemon Heroes doesn’t have any talking Pokemon besides meowth.I haven’t seen it in a while,so I apologize if I’m wrong.Still,I’m pretty sure no Pokemon talks in that movie.

(I’m also tempted to add Pokemon Ranger and the Temple of the Sea because although Manaphy can talk, it only speaks small phrases it has learned, not necessarily full conversations.)
